Crashy rear suspension

Hi all, I'm after a few ideas on why my rear suspension is so hard. Shocks seem ok, no leaks, it is lowered about 20mm, but my old probe was lowered this much and wasn't as bad.
More noticeable over sharp ruts in the road/ the odd unavoidable pothole. Almost like it's riding on the bump-stops, but it isn't.
I've gotten used to it but it's been on my to-do list for years.
Is it possible that the standard shock absorbers are to far down their travel? Any ideas welcome
