Fuel pressure issue

Hi all,
I’ve got a fuel pressure issue where I’m not getting enough of it. Car only starts when the fuel pump is constantly powered via the diagnostic plug so I’m guessing it’s enough build up to start the car but can’t keep it up. Pump was changed few months ago from a car that apparently starts (I’ll leave this until last to change)
I’ve noticed a moisture build/leak from this bolt on the fuel rail (photo). Is the copper washer supposed to be there / and or in the right place? Can’t find anything online or in the book.
Also any other fuel pressure related suggestions welcome.
