What about the actual radiator, does that get colder as you move lower down?
Also what is the temperature gauge saying?

As for a solution, poor circulation or stuck stat?

thinking stat,bottom rad hose cold,fan kicks in 5mm below normal at least that
works,temp guage does rise to mid normal,interior heater does have some warm there
as does the2 hoses to matrix one hot/other warm

If you remove the rad cap, does it look like the water is flowing? Or maybe you have an air lock?

It does sound like a circulation issue!

Ran it wth both caps off no air, put back on no spill from overflow, so next thing check the stat.new caps
and prey its not the water pump
